About the Agency

This position is located in the United States Mint, Workforce Solutions Department (WSD), Human Resources Division (HRD), Employee and Labor Relations Section (ER/LR Section).

The ER/LR Section is responsible for managing the United States Mint’s local and national Employee-Labor Relations programs, drug-free work place programs, employee assistance programs, workers compensation (oversight), provides the full range of management/employee advisory services; and oversees the work of the Administrative Resource (ARC), a Federal Center of Excellence.

Duties

As a Supervisory Human Resources Specialist, you will:

  • serve as the Chief, ER/LR Section with responsibility for managing employee and labor relations issues, drug-free work place programs, employee assistance programs; and, workers compensation program (oversight).
  • serve as a technical authority in the areas of conduct, performance and attendance and provides authoritative advice and guidance to employees, managers and supervisors of United States Mint regarding the resolution of complex employee relations issues.
  • conduct 5 USC 7114 (c) reviews of supplemental and mid-term labor agreements negotiated by the Mint field locations.
  • oversee the work performed by the Administrative Resource Center.
  • manage an Employee Assistance Program designed to: (1) promote the health, safety, and wellness of United States Mint employees; (2) empower employees in their efforts to resolve personal problems, including those of alcohol and other drug abuse, that may impact on their conduct and work performance; (3) address such problems in the quickest, least restrictive, most convenient, and least costly manner possible while strictly respecting client confidentiality; and (4) provide counseling, management consultation, health and wellness training, and critical incident stress debriefing services designed to assist employees in an objective and independent manner.
  • provide technical advice to agency legal staff in the preparation of defenses to appeals, grievances, and discrimination complaints brought against the United States Mint involving national level issues.

Qualifications

You must meet the following requirements within 14 days of the closing date of this announcement.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

  • Experience applying a wide range of HR case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on employee and labor relations issues, problems, and situations;

  • Experience in research methods, information‐gathering techniques, and analytical skill sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered impacting federal employee and labor relations;

  • Experience in negotiation procedures and techniques, advocacy, mediation, interest‐based bargaining, or other non‐adversarial problem solving approaches sufficient to resolve problems and advise management;

  • Experience in conflict resolution techniques sufficient to interact in occasional highly charged emotional situations because of delicate or highly contested case matters and determinations; and

  • Experience in oral and written communication techniques sufficient to formulate and present arguments and advisory opinions and to prepare legal and case documents.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.

The experience may have been gained in either the public or private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
