Duties

This position is located in the Facility Management Service of the VA Medical Center in Martinsburg, WV. The Utility Systems Repairer/Operator (USRO) will be assigned to the water treatment plant, but must have the ability to operate either the boiler plant or the chiller plant as well. Duties include but are not limited to the following:

  • Performing hourly rounds on equipment and recording readings;
  • Maintaining plant log books and records;
  • Performing troubleshooting and diagnostics on equipment and making repairs as necessary;
  • Performing routine scheduled preventive maintenance;
  • Reading and interpreting blueprints, schematics, and diagrams;
  • Selecting and using hand tools, power tools, and test equipment to make repairs;
  • Rebuilding pumps and replacing mechanical seals, bearings, valves, pipefittings, and motors;
  • Repairing insulation, repacking valves, and re-piping systems as needed;
  • Installing new equipment and systems;
  • Starting and stopping equipment to match load and maintain maximum efficiency;
  • Operating, maintaining, and repairing water treatment plant equipment consisting of lime softening systems, gravity filters, lime storage silo, sludge clarifier, dewatering system, aeration tower, etc.;
  • Operating, maintaining, and repairing salt based water softening systems, deionized water system, reverse osmosis systems, and associated pumps, piping, and chemical feed systems;
  • Collecting, testing, and analyzing water samples and chemically treating water systems to maintain proper levels;
  • Performing related duties as required. Work Schedule: Rotating shifts including 8:00am - 4:00pm, 4:00pm - Midnight, and Midnight - 8:00am.

Qualifications

PHYSICAL EFFORT AND WORK CONDITIONS:This position requires regular walking tours of the plant, main hospital, and out buildings to conduct inspections of equipment which involves some lifting, kneeling, standing, climbing, and stooping. Maintenance and repairs frequently require working in awkward and cramped positions and lifting up to 50 pounds. Frequent standing, walking, and climbing are required while checking equipment. Most work is performed inside with routine exposure to surrounding temperatures in excess of 100 degrees; chemicals used in the boiler, chiller, and water plant; steam in excess of 300 degree; loud noise; and occasional inclement weather. The use of protective clothing or gear is frequently required. The Utility Systems Repairer/Operator may be exposed to electrical shock, hydrocarbon refrigerants, chemical splashes and burns, scalds, cuts, bruises, or broken bones.

Receiving Service Credit for Earning Annual (Vacation) Leave:Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
