Summary:TheTechnical Proposal Developerwill lead and collaborate with an integrated team developing technical proposal submissions. TheTechnical Proposal Developer will work with the operations team toensure that all written content is compliant with RFP instructions, is accurate and compelling, and up to the highest quality standards within tight deadlines.TheTechnical Proposal Developerwill also be responsible for Proposal Management as well as writing and other associated tasks for smaller proposals and Request for Information (RFI)/Sources Sought Notice (SSN) responses.

Essential Duties and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

· Analyzes RFPs to identify requirements and develop annotated outlines for proposal sections/volumes.

· Creates draft page layouts, and mockups for proposal sections/volumesfor large, high visibility, and smaller proposals and Task Order (TO) responses.

· Collaborates with the proposal team to ensure win themes and other desired technical content is incorporated into the proposal document. To include acting as Volume Leader and Writer of Management Approaches/Plans, Technical Approaches, Past Performance, Resumes, and various Plans (Transition, Quality, Subcontracting, etc.).

· Supports preparation of responses toRequest for Information (RFI)/Sources Sought Notice (SSN) andprepares compliant, compelling responses on time.

· Provide hands-on effective management of diverse subcontractor, subject matter expert (SME) and other technical personnel in developing fully compliant, technically superior response(s) to statement of work (SOW) requirements.

· Facilitate and participate in various Color Team Reviews (Pink, Red, etc.).

· Provide proposal process development and improvement.

· Train and mentor company staff on the proposal process and improvements.

· Offer creative approaches and themes to strengthen the bid, as well as challenge proposal ideas and decisions to enhance the proposal.

· Collaborate well with internal BD, capture, operations leaders, and external partners to implement strategies/solutions.

· Stay on schedule and ensure proper planning up front to avoid rework.

· Perform overall Coordination and management of related resources in completing proposal activities including executive summaries; management plans; functional and technical requirements analyses; quality assurance/control plans; past performance questionnaires and references; project plans, work breakdown structures, resume writing, and development of staffing plans mapping to labor categories. To include in-house, contractors, and subcontractor personnel.

· Collaborate as part of the management team on short and long-term organizational planning and strategy.

· Collaborate support services (Business Development, Finance, Contracts, HR, etc.) for new and existing contracts.

Supervisory Responsibilities:This position does not have formal supervisory responsibilities; however, it will require technical oversight to the proposal teams and work of more junior staff.

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

· BS/BA Degree in Computer Science or Similar preferred

o Additional, relevant experience or relevant higher level certifications may be used in lieu of education.

· Minimum 5 years of directly related experience. Experience to include:

o All phases of development through final production and (post) submission, including writing / editing.

o Knowledge of and/or experience in IT specifically IT security, software development processes, and IT operations

Knowledge, Skills and Abilities:

· Expert ability to quickly read, synthesize information and develop effective strategies in response to technically complex solicitations in limited timeframes.

· Expertise in spelling, punctuation and grammar count, as well as the ability to write succinctly and boil complex ideas down into simple explanations.

· Strong organizational skills with demonstrated ability to handle multiple projects and details simultaneously.

· Must have working knowledge of Microsoft office software applications (MSWord, Excel, Access, PowerPoint), and Outlook

· Must have excellent written and oral communication skills.

· Must have the ability to work nights, weekends and Holidays as required.
