The Defense Logistics Agency (DLA) is a U.S. Department of Defense (DoD) agency. DLA provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. Duties

As a Counterintelligence Policy Analyst, you will be responsible for the following duties:


  • ** Serves as Counterintelligence Policy Analyst in the DLA Intelligence Office (DI), responsible for execution and development of policy, plans, programs, procedures, and training for Agency-wide Intelligence and Security capabilities and support.

  • ** Responsible for providing expert technical advice and staff support to Organization and Agency Directors, as well as other senior leadership on highly complex counterintelligence matters related to national security activities.

  • ** Responsible for the development and coordination of policy positions and recommendations, from high priority projects, policy issues, and special confidential studies.

  • ** Facilitates activities as required to fulfill the counterintelligence (CI) needs of the Director, Vice Director, and key staff elements at agency activities world-wide.

  • ** Conducts liaison with Military Service CI elements, federal, local, state Law Enforcement (LE) agencies and other federal agencies.

  • ** Provides, coordinates and, or conducts CI briefings and debriefings to cleared and un-cleared agency personnel, as well as personnel traveling to sensitive foreign countries or having significant interaction with citizens of sensitive foreign countries.

  • ** Responsible for facilitating insider threat programs.

  • ** Serves as authority and source of expert information and guidance on insider threat programs

Qualifications

To qualify for a Counterintelligence Policy Analyst, your resume and supporting documentation must support:

A. Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to the filled. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Examples of specialized experience are identified in the Major Duties section of this vacancy announcement and may also include:


  • ** Providing general expertise in CI policy requirements.

  • ** Preparing threat assessments and ascertaining alternatives, detailing information and recommending courses of action for senior leadership.

  • ** Directing, managing, and administering CI research/operations reviews and analysis

B. Education: Applicants cannot qualify for this position based on education in lieu of specialized experience.

  • ** Knowledge of counterintelligence principles, practices, procedures and regulations.

  • ** Ability to plan, analyze, evaluate and prepare intelligence reports.
