Joining the Office of Cyber & Infrastructure Analysis (OCIA) means ensuring there is an understanding and awareness of cyber and physical critical infrastructure interdependence and the impact of a cyber-threat or incident to the Nation's critical infrastructure. In this position, you would be responsible for leading the national effort to protect and enhance the resilience of the nation's physical and cyber infrastructure.

In this position you will perform the following and other related duties:

  • Planning, directing, managing, and supervising the functions assigned to the OCIA.
  • Perform supervisory and non-supervisory duties to accomplish assigned missions and functions.
  • Serve as the senior intelligence analyst, providing expert guidance for evaluating a very wide range of intelligence information to determine potential or actual threats and risk.
  • Independently create and establish methodologies to solve very complex analytical problems when finished intelligence contains threat and risk information gaps that are difficult to validate.
  • Provide expert advice on intelligence and develop scenarios of potential threat and risk outcomes to the NPPD Under-Secretary and Deputy Under Secretary based on a variety of factors including past intelligence and analytic experience, political climate, geographic demographics, etc.
  • Present briefings and finished reports on findings and recommendations to political appointees, Senior Executive Service, management and policy makers regarding the infrastructure threat and risk assessments.
  • Develop and manage intelligence requirements for NPPD and coordinate requirements with other DHS Intelligence Enterprise organizations and Intelligence Community entities.
  • Lead and manage the OCIA component of the DHS Intelligence Enterprise.

To qualify at the GS-15 grade level, applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: 1) developing methodologies for conducting in-depth studies using intelligence techniques to assess present and future threats to critical infrastructure; 2) directing research and resolving analytical problems when raw and finished intelligence data contains information gaps and are difficult to validate; 3) providing authoritative advice and guidance in the interpretation and resolution of complex intelligence issues; 4) presenting findings and recommendations based on research and analysis to top management and policy-makers related to infrastructure protection; and 5) exercising the full supervisory responsibility for subordinate employees (i.e., planning work assignments, preparing schedules for completing assignments, assigning work to staff, identifying employee training needs, evaluating performance of employee and etc.). Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. All qualifications and time-in-grade requirements must be met by the closing date of this announcement.

Employees who are initially appointed to supervisory positions must serve a supervisory probationary period for one year.
